Metering and Billing Regulations

The Heat Network (Metering and Billing) Regulations 2014, and amendment 2015 and updated 2016

  • All landlords in the UK who provide energy, including heating and cooling and hot water to tenants/users need to notify The governments Secretary of State for Environments National Measurements and Records Office ( NMRO) full details of the systems.
  • This applies to all existing and new buildings.
  • This is an EU initiated Regulation to reduce climate change and energy waste .
  • Local VRF /Cooling systems to individual buildings ARE NOT included as it is deemed the energy is metered at the electrical supply.
  • Landlords have to complete and issue the standard templates available on the Gov UK website ( sample copy attached )
  • When Stiles & Co Ltd and FBA Ltd carry out pre purchase surveys of apartments and properties fed from a district system or a building central system with heating and hot water and cooling ( usually via a Heat Interface Unit HIU), they will ensure the landlord is complying with these regulations and have provide evidence of this.
  • The following standard clause will be inserted in all our standard reports :-

‘’The Vendor /landlord should confirm that the energy metering arrangements for heating , hot water and cooling from central plant or district systems fully comply with The Heat Network (Metering and Billing) Regulations 2014, and amendment 2015 and updated 2016 and should provide evidence of their submission to NMRO and a copy of the Notification Template.’’
